We hope that you had successful Night Out Against Crime events in your community. We also hope you had a safe and happy Labor Day weekend. With many of us coming off of vacation and getting back into our Fall routine, this will be a brief message.
Last Call for the Conference!
Our 46th annual Crime Prevention Conference is just two weeks away. Thank you to those who have already registered. For those that have yet to register, you can do so here.
While it is not too late to register, be mindful that we had a limited number of rooms set aside at the conference rate. Membership Meeting and Election of Directors and Officers
As a reminder, we will be having a general membership meeting during the buffet lunch on September 17th. We will be holding elections for Officers and Regional Directors. Submissions for Director or Officer Positions are closed. That being stated, nominations may be made from the Body (y’all) during the election process of the meeting. If you have a burning desire to nominate yourself or someone else to serve as an Officer or Director, you will have that opportunity.
Crime Prevention Awards
Nominations for awards are also closed. If you did not get an opportunity to nominate a person or program for an award, you will have that opportunity in the future. We are looking to expand the award categories, such as Outstanding Community Engagement Program and Innovation in Community Engagement Award. We are open to considering other award categories and welcome your input on this.
Crime Prevention Thursday
Our next Crime Prevention Thursday session will be October 17th, 2024. We hope to feature our partner from the Portland Police Bureau to speak about how they’ve upscaled their Community Police Academy to give us ideas about how we can do the same in our communities.
40-Hour Basic Crime Prevention Training
We will be holding our next 40-Hour Basic Crime Prevention Training Course February 24-28, 2025. We will be hosted by the Snohomish County Sheriff’s Office at their Marysville facility. A formal training announcement will be posted on the website in the coming weeks.
CPTED Certification Training
We have been contacted by the Washington State Department of Labor and Industries about hosting our next CPTED Certification Course. Based on their training space availability, and our current schedule, we are most likely looking at the middle of March 2025 for that training. As we firm up details with LNI, we will push that information out.

There is an upcoming training opportunity as well as a resource available to you that our CP3 partners wanted to ensure you know about. First is the Threat Evaluation and Reporting Course (TERC), which trains federal, state, local, tribal, and territorial (F/SLTT) homeland security partners on applying behavioral threat assessment approaches, as it relates to tips and leads, to prevent targeted violence in their areas of responsibility. Second is the #Back2School with Know2Protect, a national effort to combat online child sexual exploitation and abuse (CSEA). Information flyers about both are attached with this email.

At our last Crime Prevention Thursday Session (Thursday, June 20th), we were joined by commercial and residential property management representatives who shared with us their best practices for property management. We learned what they need most from us as well as informing them as to what we need from them. It was a great discussion. I want to thank the City of Renton for entrusting us with providing Crime Prevention Through Environmental Design (CPTED) Certification training for City of Renton's senior staff. Supervisors from Community and Economic Development, Public Works, Parks and Recreation, all took part in this training. A special thanks to Renton Mayor Armondo Pavone, whose vision is to incorporate CPTED into the fabric of Renton, and Chief Administrative Officer Ed VanValey, who made this training happen. I feel confident we will be doing additional trainings for the City of Renton’s senior staff. We can do the same for any of your municipalities and organizations as well.
Crime Prevention Thursday
At our last Crime Prevention Thursday Session (Thursday, May 16th) we were fortunate to have two representatives from the FBI present to our group. FBI Supervisory Special Agent Brian LeBlanc presented Responding to and Investigating Bomb Threats and Swatting Hoaxes: a review of statistics/current trends, characteristics of hoax calls as well as best practices for assessment and response. FBI Liaison Specialist Rachel Burney presented on the National Common Operational Picture Virtual Command Center on Swatting: an overview of the Virtual Command Center - a situational awareness tool available to law enforcement agencies, utilized for sharing information related to swatting incidents across the US. Both provided resources sheets related to their presentations that we were able to forward to the group via email.
For our next Crime Prevention Thursday on June 20th, we will be joined by commercial and residential property management professionals to discuss best practices for property management. Many of us work with commercial and residential property managers almost daily and advise them on what they should do from a law enforcement perspective. Yet, how often do we take the time to learn from them as to what their best practices are? What works for them? What doesn’t work? What restraints do they have in dealing with problem tenants? What support do they need? What would be helpful for us as crime prevention and community engagement specialists to know from them? We’ve invited senior level staff from Indigo Real Estate (one of our 2024 Conference Sponsors) and Kidder Matthews (a WSCPA member) to join us for a moderated discussion regarding working with property management. I want to congratulate the April 2024 Crime Prevention Through Environmental Design (CPTED) Certification Course Graduates. You were a great group from all across the state. And special Thanks for Gonzaga University’s Campus Security & Public Safety department for hosting us! Thank you, Director Becky Wilkey! Also, a special thanks to Spokane Community Oriented Policing Services (Spokane C.O.P.S.) for all their support in making the class happen. I must give a shout out to Dave Morris, retired Deputy with Spokane County Sheriff’s Office, former WSCPA Regional Director, and now Field Operations Manager with Spokane C.O.P.S. We couldn’t have done it without you, Dave.
Crime Prevention Thursday
At our last Crime Prevention Thursday Session (Thursday, April 18th) we discussed Summer Community Programming and Engagement. With many of our member agencies participating in Drug Take Back Day, Shred-a-thons, Night Out and other Crime Prevention and Community Outreach efforts over the next few months, there was good discussion regarding what is planned, how they are organized, who was partnered with, and how to possibly replicate those efforts in your community. Thanks to WSCPA Region 3 Director, and Community Programs Coordinator for Olympia PD, Rebekah Ziesemer for facilitating. A recording of this session will be available for viewing via our video library in the Members section of our website.
For our next Crime Prevention Thursday on May 16th, please join us for an in -depth discussion on Swatting. First, learn about the National Common Operational Picture Virtual Command Center on Swatting. The VCC is a situational awareness tool available to law enforcement agencies, utilized for sharing information related to swatting incidents across the US. This information will be provided by FBI Liaison Specialist Rachel Burney. Secondly, we will have a presentation on Responding to and Investigating Bomb Threats and Swatting Hoaxes. This will provide a review of statistics/current trends, characteristics of hoax calls as well as best practices for assessment and response. This information will be presented by FBI Supervisory Special Agent Brian LeBlanc

Welcome to 2024!
2023 was a momentous year for the Washington State Crime Prevention Association. We conducted two CPTED certification courses (Issaquah in March and Everett in October), held a 40-hour Basic Crime Prevention Course in Richland in June, and our annual Crime Prevention Conference in Olympia in September. We have also hosted our Crime Prevention Thursday sessions to bring you subject matter experts in a variety of fields to provide education and resources for you to use in your communities.
As we come into 2024, I want to share a few items with you.
First, our next Crime Prevention Thursday of 2024 will be on February 15th at 11:00am-12:00pm. Homeland Security Investigations (HSI) Special Agent Jesse Miller will be our featured speaker and will be discussing Project iGuardian. Project iGuardian is presented by HSI Special Agents in partnership with local law enforcement. Project iGuardian is designed to inform students, parents, educators, and law enforcement about the risks that children face in the online environment. Special Agent Miller will also discuss the National Center for Missing and Exploited Children’s (NCMEC) Netsmartz program.
As we look at future crime prevention Thursday topics, we have some of the following: cyber fraud, CPTED for multi-family housing units; Business crime Prevention/Business watch best practices; construction suite security.
Secondly, our 46th Annual Crime Prevention Conference is September 17-18, 2024. The two-day conference will run Tuesday and Wednesday and will be held at the Hilton Garden Inn in Wenatchee, WA. You can register for the conference and book your room here.
We are accepting workshop proposals for the Conference. Share your expertise and present at the 2024 Crime Prevention Conference! You can submit your workshop proposal directly to us at [email protected]. The submission deadline is March 31, 2024.

It has been a very active time for the Washington State Crime Prevention Association.
CPTED Certification Course
This October, we held our 2nd WSCPA CPTED Certification course for 2023, hosted by the Everett Police Department. We are grateful to Everett PD for hosting and thank all of those who attended. The breadth of our class participants was inspiring, from Law Enforcement to Code Enforcement, from School Districts to Business Improvement Areas. Attendees travelled from Banbridge, Bellingham, Edmonds, Everett, Federal Way, Puyallup, Redmond, and Tacoma. Even Bently (and his human, Rebekah) travelled from Olympia to be with us!

40-Hour Basic Crime Prevention Certification Training.
Our thanks to the Richland Police Department for hosting our 40-Hour Basic Crime Prevention certification course June 19-23, 2023. We are so grateful to them for their hospitality. Great participation from agencies from all over Washington State, from Anacortes to Spokane, Mattawa to Federal Way, and all points in between. CPTED Certification Class
Because of the overwhelming interest in Crime Prevention Through Environmental Design (CPTED) Certification class we held in Issaquah in March, we are holding a second CPTED Certification Class this calendar year. This class will be hosted by the Everett Police Department, October 17-19, 2023, at their South Precinct (1121 SE Everett Mall Way, Everett, WA 98208). You will find the training announcement and registration link here. As of this writing, there are 15 participants registered for this class. We are capping registration to 30 attendees, so if you are interested in receiving this training, please sign up soon.
Crime Prevention Thursdays
Due to upcoming events (Night Out Against Crime/National Night Out, the Annual Crime Prevention Conference and the upcoming CPTED Certification training) Crime Prevention Thursdays will be on hiatus until November 16, 2023. We would like your feedback as to the subjects we’ve covered to date and would like to hear from you about topics you’d like to have covered. 40-Hour Basic Crime Prevention Certification Training.
